student loans statement outstanding Apr 2010-Apr 2011

I am not sure if you can help me but I really need some help.
I have an on-going complaint at the moment with regards to not receiving an updated statement from April 2010 -April 2011. I have raised it with the complaints department and have received 2 unsatisfactory responses by both the initial department and the supervisor.
I have also contacted the BIS and they said that I need to follow the SLC complaints procedure which so far has done nothing.
The HMRC have said that it has nothing to do with them, however the SLC are saying that they need a P14 (repayment file) before they can issue anything.
This issue has been going on for over a year and I am fed up of it.
Can you help?
