Well, I'd say you can go and see most attractions without having to pay to go in them. I'd suggest approaching Sacre Coeur from the right hand side (cannot remember which Metro station); it's a didgy looking area but then you walk up steps through fairly quiet pretty streets to the church, and it's a great view back.
You don;t have to go up the Eiffel Tower to go and see it - you can walk underneath it.
I'm not sure about free stuff - I'm planning a trip there myself right now and am reading the Rough Guide, so if I come across anything I'll post it here.
YOu can walk round the city which will take a few days, and I expect you will find little places that don;t cost much.
When are you going and what's your budget?

I have just come back from Paris on MOnday and i would suggest getting a Museum pass if you intend to be going to a lot of them this is worth it. It also makes you skip the queues.

Notre Dame is free to go in, and its a wonderful place well worth a visit.

Try the Batobus, its a riverboat taxi
    http://www.batobus.com/english/boat-cruise-paris-seine.html
Its 12€ for 1 day or 14€ for 2 days get the 2 days, it takes you to 8 stops along the SEine and picks up every half an hour. I think this is better and a lot cheaper than a taxi to most places. You can also get on and off as many times you like.

Watch out if you get a taxi for a short distance cost us 3.50€ but the minimum payment is 5.60€.

If there is anythin else you would liek to know please ask i would be happy to help.

    Paris is not cheap
