NSandI Direct ISA

I know there is no possibility of transferring money into this isa, however if at any point the rate doesnt become the best is it possible to transfer out to another isa?

I'm looking at the terms and conditions but going a bit cross eyed.

    Transfers
    29. You may transfer your Direct ISA (in accordance with the ISA Regulations) to a different ISA manager by writing to NS&I. The transfer will depend on the other ISA manager agreeing to the transfer. Transfers into a Direct ISA from another ISA manager are not permitted.

Yes, you'll be able to transfer out, but you'll have to check with them to see if there are any penalties for doing so. Normally you have to phone customer services to find these things out. Somebody might come along with some experience with N&S&I ISA's to give you the answer though.
