Question about hot checks...

I get a letter two weeks ago on my 30th birthday, saying that I owe the D.A.'s office $650...$347 of that was for hot checks. I did not write these checks, I should have handled this along time ago. The checks are from 2000 and 2001 to pizza shops that my roomie at the time had ordered. I had just moved to town, got in a bind and met this guy that I let move in. I was 19 and didn't know better, not that that's an excuse. I am wondering though, that was 10 and 11yrs ago...is there some kind of limitation on time? I've had several bank accounts and have never gotten an call or anything on this in the past 10-11yrs. I just don't get it..any words of wisdom on this?
