PPI - LloydsTSB and Citi being unhelpful!

Can anyone help please? I've received 2 letters from Citi one stating that as the name I was using to ask for my credit agreement differed from the one they have, they can't find me on their system and will not send me the information. I wrote back stating that they had managed to take money from me while I was repaying them so why can't they find me now! I also sent (again!) a copy of my legal change of name.
They wrote back saying:
'as we are no longer the owner of your account, and no longer have a contractual relationship with you, we no longer have a duty under section 78 (1) of the Consumer Credit Act to provide an executed copy of the agreement to you.'
If they provided the original insurance on the cc and I had been repaying them, surely they should still have documentation they can send me?
Lloyds TSB wrote stating:
Unfortunately, we have not received the standard £10 fee and are unable to proceed until the standard £10 fee is provided.'
In both cases I followed MSE advice with my first letter sending the template letter and £1 postal order (I do not own a cheque book). Both Citi and Lloyds have returned my postal orders so there's £2 wasted.
Can anyone offer any advice please? I'm not sure of my next step. I feel that both firms are playing a game of who will sicken soonest - but it WON'T be me:exclamati

You need to do a SAR requesting all info they hold on you.
These will cost you £10 each.0 -
To make a reclaim you can either follow the link below to the reclaim questionnaire as on step 3.

Also if you go directly on lloyds website - link below, follow the procedures on there, they are the same as on here, but have all the contact/address details of where to send to etc.
Remember to keep copies and allow 8 weeks for a decision, although they may request for more time.
