DIALAPHONE repair centre, who can I complain to.

I recently returned my Android smart phone to Dialaphone repair centre, to fix a broken tilt censor.
But they are trying to charge me £35.99 to unlock the phone (which was not locked when I sent it.)

I have asked for the phone to be returned to me, so I can send it to A manufacturers specified repair centre.

Is there an ombudsman I can complain to, about this treatment ?
I just want to stop them doing this to other more gullible people than me.

    Trading Standards i guess certainly no ombudsman for dodgy repairers yet .

    Normally they sell unlocked phones.
    And why would they want to unlock the phone? This makes no sense to me.

    perhaps some handset security code, thats how i read it, not the simlock.
