paypal INR dispute when seller is NARU on ebay

Ok so i have opened dispute in paypal for the laptop i bought and didnt receive. Seller is now no longer registered on ebay, when starting the dispute it gave me option to escalate straight away as the seller couldnt respond. However since opening/escalating its now 'awaiting sellers response' and gives them 10 days to do so! The seller was a scammer and has been removed from ebay, so they arent going to respond. Surely i dont have to wait the 10 days do i??

Sellers have the same Paypal protection on or off ebay (as do buyers) so the seller no longer being registered does not effect the paypal claim. The seller still has a chance to add details to prove the item has been delivered. So the time limits are the same.'The More I know about people the Better I like my Dog'
