What type of heating system is this-and your typical heating costs per wk?

This age old council house is all electric, I am wondering what kind of heating system that this is normally labelled as-is this an electric "storage heater"? It has stickers attached with various dates, most likely for each time it was last tested, and they go back to as early as 1991, but nothing else. I am wondering if the user is best to not bother with it at all (if its outdated concerning its age and typical costs per week) should they use another type of heating in the home instead, or if the above system runs perfectly ok, should they need to change? What should the typical cost be per week at the moment to have it always on to store heat, but not always have it running ..any general info or about your own heating costs too would be great.. stay warm this winter/early spring!

thanks, ive now been told theres a grill in each room, a temperature meter which you can set in the livingroom, and that it normally heats itself up overnight. The main on/off switches (one for the entire system, and one for temporarily activating), are both found on the main system, in that cupboard above, along with the timer dial, and a night charge dial. Its supposedly a far more common system in the us than here in the uk (according to the wiki anyway)! I was just trying to find out with its possible age, whether it still fared well in costs per week in comparison to other heating formats. The relation was always worrying about how much electric way being used, but I have a feeling now that it could be mainly down to the system always heating itself at night and being on. Theres a "night charge 1-6" dial on the heater at the very bottom. Perhaps lowering this could save them some money if its set to not always come on (assuming that this night charge dial represents how often it will charge itself up overnight). Its currently set to "4". I would be worried though after changing this, if the system did not generate enough heat for use during the day as a result, and if may cost even more to heat the entire system back up again, if anyone knows? I think the dial in the photo on the right may also be related to the hot water, its essentially just a clock in which you can set the time "on" and "off", there are two of each. I am also wondering how long it might take for a warm air system to heat back up again to a reasonable level if it has been shut off for days? The system can be normally set to charge up at night, which is for around 8 hrs (cannot be changed), so I expect these systems may take a very long time to heat back up again, if they were previously switched off (eg coming back from a holiday)- perhaps a couple of days?
