Australian customs - any experience?

I have a buyer claiming an item has arrived in Australia without its charger - which is also the plug, but with an Australian power lead?????

She has not mentioned customs, so this is the only thing I can think of that may have done this?

Are Aus customs likely to have opened an item, replaced the power cable and re-wrapped it without indicating to the buyer that they have opened the package and inspected it?

    not a chance
    if they opened it,they would have sealed it with a label to show they did it

    I figured customs would indicate it too and certainly wouldn't replace the cable!
