Stamp dut reserve tax and shares

My mother is filling in a stock transer form, from Legal & general shares to the value of 9k she has a small eaststes decleration form, My father passed away and my mother is transfering the shares into her name and is confussed by this.

I hereby certify, if the box to the left is ticked, That the transfer does not involve a change of benifical ownership to the units or shares concerned for consideration in money or moneys worth or is overwise exempt from SDRT by virtue of schedual 19 to the finnance act 1999.

ive looked into SDRT but were still unsure if she is exepmpt or not?.
