Help Please - Trouble Installing IE7

I am trying to install Internet Explorer 7 and after it unpacks to a temporary directory I get the message "Setup could not verify the integrity of the files needed for installation. Make sure the Cryptographic Service is running on this computer"..... Any ideas please? I am running Windows 2000 (SP4).

Start > Run
Type "services.msc" and press RETURN.
When the "Services" window appears, scroll down to "Cryptographic Service". Right-click on it and click on "Start".0 -
