Sugar figurines for cakes?

Hi all,
I wonder if any of you can help me. My friend's little girl is having her 5th birthday soon and my friend is looking for a topper to put on her cake. She really wants an edible (as in made from sugar) @Little Mermaid' or 'Belle' from Beauty and the Beast. We've looked and looked for someone to make one for us or to find a shope online that sells them but to no avail.
Do any of you have any idea as to where we might find something like this or be able to have one made?

why not have a photo cake plaque made, loads of people on ebay sell them.. Have it personalised with birthdays girls name.
