BarclayCard - No longer allowing upgrades to other cards?

Hi Folks,
I've had a barclaycard initial for just under a year now, I started out with a £400 limit which was increased to £800 after about five months. As I am using this card to re-build my credit history my payment record is 100 % pay in full every month.
I was after an upgrade to a new card (thinking along the lines of a Barclaycard classic or Barclaycard gold) and phoned Barclaycard (in India) up .
I asked the call centre girl if I could upgrade the card and was told "I'm sorry sir but since the 1st Dec we longer upgrade cards, if you would like another card then you would have to apply as a new customer. I can put you through to the application department if you like". I declined..
I then asked for an increase in the credit limit to £1400 and was rejected for that as well!
I'm a bit shocked as I always thought that was the whole point of the initial card (to allow you to upgrade the card over time as long as you ran your account ok).
