Maybe a voucher for an online store? Or some fabric, maybe a fat quarter bundle?

As you mention handbags, There is a book that is very well recommended in The Sewing Room, but I think you may find it difficult to buy online as it has been really popular... The bag making bible by Lisa Lam

And this is her shop - http://www.u-handbag.com/
I notice that she has handbag kits for sale, or you could just buy a selection of bits & bobs that your Mum would find handy. (she also has an excellent blog)0 -
I was going to suggest Lisa Lam as well, she`s also brought out a book, which is brilliant - The Bag Making Bible about £7.50 from amazon .0
