just got a letter sayignthat if we appeal we have to pay the full penalty if we lose? what about human rights???

They don't come into it. You would have to change legislation in many ways for it to have any effect. Knowing councils they would say, don't breach the rules and your human rights will not be affected.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
