I used to work on At Ofsted as a temp many moons ago and worked on the H&S Policy and handbook given to childminders.
I asked why it was needed, prior to this there had been many acidents of childminders and that childminders were completely unregulated.
I can see that this function could pass to a local authority to inspect these settings, but they dont have the independence of ofsted. Plus they are all suffering cuts especially education so lets rewind to the days where H&S for children is simply not a priority. I think the con-dems call this "removal of targets and paperwork" incorrect IMO.
The problem that everyone forgets when talking about quangos is that they are independent from government precisely to ensure standards and minimise postcode-lottery-ness.:beer: Well aint funny how its the little things in life that mean the most? Not where you live, the car you drive or the price tag on your clothes.

I'm pretty sure local councils are responsible for cycle paths actually.
