Paying for transactions on expired credit card

I have a credit card account with Bank of Scotland which I took out in 2003, late in 2004 I came out of work and arranged no interest payments with the bank until I resumed work, the card expired in 2005 by which time I had resumed work and started paying interest again on the card, the bank did not renew my card but I continued to make installments to reduce the debt, which at that time was almost at my limit, the debt has now reduced from over £4000.00 to just over £1000.00 but the card statements always show a credit available balance ie available to spend but it isn't as I no longer have a card with them and they still charge me interest on cash withdrawals made in 2003 as well as the interest on the balance owing, on paper it looks like I have credit available to me when in fact I do not and should they still be charging me monthly interest on old transactions, the couple of hundred pounds in cash I drew in 2003 has so far cost me £27.00 monthly since 2005, can they do this?
