How do you prove you are in financial hardship, have listed income - listed? only one income - and listed all outgoings - income does not even cover basics - but been told I am not in financial hardship - Am I missing something? Any help greatly appreciated.

As you have been informed you are not in financial hardship, it appears whoever informed you probably had sufficient information to make that decision.
