Can you cancel a credit card if there is a remaining balance and will this free up any credit?

Yes you can if you pay back the outstanding balance at the same time.0

You could at least ask them to reduce the credit limit so it's just above the current balance (if you haven't done this already). Allow a buffer though, eg for interest.0
