Hi there,
I am buying something privately and the seller wants me to pay via paypal (which is fine). If I use my Virgin 0% on purchases card to send the money, will it count as a purchase and thus be 0%?

Yes money transfered to a Paypal Account counts as a Purchase with MBNA/Virgin (and probably all CC).0
