court of protection home insurance

hoping someone can help,
my brother was in a car accident and because of this he has been put under court of protection with my mum as his deputy.
now because he is under court of protection when he bought his house it was placed under her name acting on his behalf

so it is displayed as
deputys name acting on behalf of court of protection person

so in affect both names are on the deeds

now the problem last year the insurance was sorted out by the solicitors but they have come up with a renewal quote which is £200 more than last year

so my mum wants to see if we can get cheaper so have been ringing around but no one understands

so does anyone know of any insurance companies which provide insurance for above
