Balance Transferred from One Credit card to another in Error

Hi,
I recently completed an online application for a credit card with Halifax. At the time of applying, I had a balance on my previous credit card with RBS and wanted it transferred over, so I entered the details on my application.
I was accepted for the credit card.
The next day, I decided to pay my existing credit card off and cancel the Balance Transfer part of my new Credit Card. So I called Halifax to cancel the Balance Transfer, however I was told that all I had to do was write on my application when I sign the terms and conditions that I do not require a Balance Transfer and score out any T & C's to do with it. Which I done and sent my paper application back to them.
I then called again (when my card was received) about 10 days after sending back my application to confirm with Halifax that my Balance Transfer will not be processed. I was told it was already being processed and they could not reverse the transfer or the balance transfer fee they have charged me.
After several calls to Halifax, they are investigating (which could take up to 14 working days) but can not confirm whether they will reverse the transfer and credit me the money they charged for that transfer.
Does anyone know my rights ? I am worried that if I dont get an answer from them within my cancellation period they will hold me to the transfer, despite my application clearly stating otherwise.
I am grateful for any help.

I have to say i have never come accross a situation like this before...but that being said, a couple of questions:
Did you take a copy of the T&C that you signed and sent back with the added notes? (A photocopy or something like that). The last thing you want is for them to spend like the next several months searching for the thing...
Also ask them to use the playback on the call you made when you were advised to make the note on the T&C so that they can verify that part of it - did you call a geographic/official # or one of their back channel #'s for problems like this?
If they have actually transferred a balance for the sum you stated on the form, from your RBS card, that card should now be in credit to that effect as you have paid it off before hand, so explain to RBS what happened and ask them to credit your bank A/C to the effect of the sum in Credit and use that to pay off the minimum on the Halifax card in the mean time until this is resolved if there is no interest.
Even though you may be the one who is correct here, in the time they spend fussing to figure it out you dont want to miss payments in the mean time and then later have them correct that on your credit file - that will be an enormous pain in the !!!. Later get them to return the money you may have paid and any interest that may have accumulated which will be easier and not do your credit any damage.
