I think most people are missing the point, the OP was asking if what happened was legal and parallax pointed out it was either her daughter or the shop lied/was overzealous (2 weeks ago).
She's got a phone with a contract which she is legally responsible for - if she's wanting to get out of it she'd have to prove she was mis-sold the contract but it would be a difficult battle, I suspect.
Without meaning to sound mean it's nothing to do with the OP. His daughter is 18 and can legally sign contracts, maybe it will be a cheap lesson for the future and she won't run up monster card bills.
What went on in the shop, who knows, was she led on or did she go in with friends and lied to get a better phone, who knows.
However there is no cooling off period in shops and unless she specifically asked for coverage in a set location (ie home) then it going to be an uphill battle to get it cancelled. Sorry0 -
