Hot water only when central heating is on

We recently moved into a house with Gas CH (Potterton Supreme HE boiler). When the heating is on everything is fine, and the water is heated. However, when we select just at the control unit just to have Hot Water the boiler doesn't fire up at all. So the only way to get hot water in the summer is to also put on the CH.

Is this in anyway normal? (I know I could turn all the TRVs valves off at every radiator...)
