Halifax Loan

My partner has a loan with the halifax, and still has 3 years left on it.

He recieved a phone call from them asking if he would like to take out another loan to cover the existing loan and have a bit extra to play with. All at a very good rate it seems.

He decided to go for it, and it all got excepted over the phone and all he had to do was go to the bank and sign for it and it would all be complete.

When he went to the bank, he saw a VERY snotty woman who asked to go through his finances with him (what he gets in and pays out etc..) and in the end said she will not authorise it as she doesnt think he can afford to pay it! (like she knows!!)

What I would like to know is, is this right?? Surely he wouldnt be accepted for it over the phone if they didnt think he could afford it??

We was hoping to get the extra bit of cash to settle a credit card bill so has left us disappointed.

Is there anything we could do about this??

Sorry to go on so much - just very confused.
