Advice on Classified eBay Seller Please!

I am fairly new to eBaying, only bought a handful of times so I am a bit naive. 
Currently looking at an item sold by classified but am not sure about the seller willymeddy - all the feedback is from the last couple of weeks, seven he was the buyer.
Two of the three sellers are 'no longer a registered user' and one says this "Get 100% POSITIVE FEEDBACK!!! 1p !!!" :eek: does that mean what I think it does? Surely it isn't allowed to buy feedback?

Personally I wouldn't touch it with someone elses bargepole.
The account looks dodgy.
I've never been too sure what ebay classifieds are for, but I'm pretty sure consumer electronics aren't covered by a "local service".
All their links (how you buy) go to Amazon, and there doesn't appear to be a common seller- they are just commision farming.This is my opinion.
