prepaid cards which one??

Not sure if this is right thread,cant seem to find the one on this site but my girlfriend is after a prepaid card to use online and other places,as she is not an 02 customer this will not be any good,but want a card that is cheap to use,say cheap to load money into and easy to load money into with the lowest money to do so.
I know there are some fees on getting these cards some free and some not,so free if possible but no worries if not,as long as all other fees,load fees are good.
If there are ways to get the cards free then let me know,and whats the best one out there at the moment.
