Virgin TV service gone..need line back to BT

My daughter in Southampton had Virgin analogue TV and phone (no broadband), but now Virgin have recently discontinued analogue TV (too many Sky customers in the area..so not feasible she was told).

Problems:-
1/ We have checked their bill and they appear to be charging her the same amount...
without the TV service ! !
2/ She would like to have broadband now, and just a phone line as we'll possibly
get a Freesat dish etc for her TV demands.

How can she/we change her Virgin phone line to BT or any other provider (with broadband). Would she need to pay a reconnection fee ? Would we possibly do better and get the BT Vision package of phone/broadband/TV ?

If she is on VM cable (as opposed to Virgin National ADSL service) then you can't migrate to BT or any other ISP. She will first need a BT line installing (or reconnecting if a BT master socket is already there).
BT Vision is an on-demand service, it's not the same as Sky or Freesat.
