cutting off electric supply/baby in house?

am i right in thinking that its illegal to disconnect the electricity supply to a property if there are young children/babies in the house?

    Could they take the young children/babies into care first?

    I am sure it used to be the case that a supply could not be disconnected if there were young kids in the house but I am not sure if it is still the case.
    The will fit a pre payment meter & put a debt on the meter so you can`t get away with not paying for your lecky just because you have kids. Quite a high proportion of the country do have them after all.
