Small Joists in Loft Help with Reinforcement/Insulation

The Joists in our loft are only 1 3/4" x 3 1/2" I know these are far below the latest standards but was wondering was is the best way to go about reinforcing them/do they need it?

My other problem would be insulation, there is barely any in the loft and what is there is decaying and pretty much useless. So when I replace the insulation I'm putting in a minimum of 6 inches which is going to rise far above the joists and not allow me to install any boards to make the ease of walking around and storing items.

Any help with solutions would be greatly appreciated.

    Before flooring it and storing stuff/walking around on it you may want to consult a structural engineer about its load bearing strength. We are having rooms in our loft conversion and had to go to 8" joists due to the size of the rooms.

    Also I think the recommended amount of insulation is 300mm.
