Withholding Pay

About 5 weeks ago I was forced to work at another work location and the company offered 45mins travelling each way for 5 days which makes 7.5hrs of pay. Since this I have faced a major uphill struggle with trying to getting them to pay me this outstanding amount.
Were do I stand in relation to Employer withholding my wages, I have spoken to my Manager and his promises are completley empty, also they seem to ignore the union.
Can anyone suggest how I could word a letter asking for payment within 7 days or I will take legal action.
Any help would be most appreciated.

Something like:
It was agreed by Mr/s x that whilst I was travelling to abc, the company would pay me for the additional 45 minutes each way travelling time. I undertook this additional travel between 1/1/00 and 5/1/00, a total of 7.5 hours. At my normal rate of pay, this additional time amounts to £xxx.
Despite numerous requests, you have failed to make this payment to me and I am therefore advising you that if I do not receive payment with, or at the same time as my Decmeber salary, then I will take action through an Employment Tribunal to recover the amount owed.

did you get it in writing that they would offer you that or is this common practice within the company(ie do you know anyone that has had this money paid to them before)
If the answer is no to both of these you could find it more difficult to get the moneyAlways ask ACAS0
