Sylvanian Families Phishing Scam

Hi
I’d be interested to know if anyone has heard of this issue before and how to deal with it.
In August family member orders about £80.00 worth of Sylvanian Families goods from a website (supposedly specialising in Sylvanian Families). The items didn’t turn up and there was no response to any emails.
He contacted his CC company who confirmed the site was a phishing site and they cancelled the transaction. Family member sources goods elsewhere.
Ten weeks later the goods ordered from the phishing site turn up. There are no contact details/return address whatsoever in/on the parcel and the website has now been removed.
His CC statement shows that the full payment has been taken. He contacted the CC company who claim they can’t act on such a case if the amount is less than £100.00. He simply wants to return the goods and get his money back.
I thought I would raise this issue because it would be interesting to hear if anyone has had similar problems and to highlight the issue (especially as Sylvanian Families are apparently very popular for Christmas this year).
