with British Gas for electric and gas:
i paid electric bill twice by accident and incurred late payment for gas (via online banking)

1. will i have a credit in my electric bill account

2. will i be able to get the £14(odd) late payment admin fee refunded as i did thought i paid it, but went to electric account?

never had to phone British Gas on matters like this so unsure what their customer service/ finance refund team is like

At the time I left a couple of years ago, advisors could at their discretion credit up to £20 'goodwill' payment, so unless things have changed a decent advisor should do it for you. They were also bringing in combined gas/ele accounts, assuming that's now in operation (they were having lots of problems with the new computer system) they may be able to do that so you get the one bill in future.

They should be able to transfer the payment from one to the other, and they may even waive the charge if you tell then it was done in error.

You can't do more than try.
