Don't know if you have a Tesco near you, but they have good sized packs of meat at three for a tenner. I usually buy three packs of their mince, 2 for freezer, one gets cooked up with onions and stockcubes, herbs, etc, then portioned into single freezer portions and frozen. You can get these out one at a time and flavour as you wish, I use the basic for shepherd's pie, throw in some tomato puree, and there is a spaghetti bolognaise sauce, add chilli powder and a can of beans for a chilli sauce. You can also make your own meatballs with raw mince, roll walnut sized balls of the meat between wet hands, cook in a sauce of your own liking.
The mince packs give me at least four meals from each, and by my calculation that's twelve meals for a tenner. (I like large portions!)
In their three for ten range they often have lamb chops, pork slices, and sometimes a chicken, as well as the mince.
Quick thought:- can you get together with another friend and share a shopping session? That way you could buy larger packs (often cheaper) and share them out afterwards. You can get better prices on dry goods that way.

All of the above, plus I'd add use your freezer like mad.
Buy cheap reduced price stuff and freeze it.
Buy a big loaf of bread and freeze it - you can toast it from frozen, or make sandwiches with it while frozen and it will defrost by lunchtime.
You won't be able to afford to waste anything at all, so keep a very close eye on food in the fridge etc and plan according to use-by dates.
To be honest I think it will be easier than you anticipate. I've done £36 per week for two adults and three BIG kitties. When I worked out that the cats were using about £12 of the budget that brings it to £12 per person per week. Actually we ate better food then.......everything was homemade. A roast chicken lasted 3 days (second day as chicken curry, third day chicken pie). All biscuits and cakes were homemade. But EVERYTHING was carefully planned. The menu for the week was on the fridge. And heaven help Other Half if he didn't fancy what was on the menu - he would end up with a bowl of cereal!
As a student I survived on baked potatoes and fishfingers, sweetcorn or peas (frozen) for 4 nights a week. Don't forget to make the most of the time an oven is on for, or use the microwave, otherwise those electricity and gas bills will come back to bite you on the bum!0
