Water Surface Rebate Question

I've read a few threads about water companies only refunding for the current year.
What if you're in arrears with them? Will they deduct the amount for previous years?
I assume I can't say to them I won't pay the arrears and only pay for the current year.
P.S.
The reason I'm in arrears is because I used to get water paid by the landlord. When that stopped I wasn't told. I didn't find out til a few years later when I moved and got a massive bill!
