Tepeca's Fight Against The Cards...!

Hi guys,
Long term viewer and only just posting
(It's my daughter typing it up as I dictate as I'm not very articulate or a fast typer and by the time I get it out I'll have forgotten what I wanted to type!) It might come across as a little disjointed as I'm trying to get everything out at once.
A bit of background information: I'm 54 and I lost my husband in 2003. Now it's just my daughter (24) who has a heart complaint and myself (hard of hearing, arthritus, plantar fasciitis that has hopefully gone, itchy eyes and generally feeling old).
I am the sole carer for my father and I receive a pension from the employer of my late husband which works out at approximatley £100per week. My daughter gets Income Support with Incap Credits. which works out at approx £75pw which buys all our food, toiletries etc. She has applied for DCA and was turned down approx the begining of the year, we never did appeal. We'll look into applying again for her. She is doing an OU degree now.
I pay my bills weekly - gas/electric/water etc on a card. I've been in touch with the CCCS for help but they can't help me as I have no left over income. I don't smoke/drink or anything, the only 'entertainment' I have is the internet (17.99 a month, the cheapest we can get because of our exchange) and £21.50 a month of Sky). We don't go out aside from occasionally looking round the second hand shops - there's no days/nights out and we don't have any holidays so I'm not going to cancel them.
I have 2 credit card debts, one roughly about £500 with the Yorkshire Bank and about £1000 with the TSB. There are no savings at all.
I have PPI on the TSB one which has now been cancelled (by them) as they've only been recieving token payments (which I did let them know about) for 4 months. There is no PPI on the YB one.
I tried to claim on the PPI and it was refused as I wasn't eligable. It annoys me and I would like to claim it back but it wasn't missold as it were as I took it out incase I died/something happened/etc and knew I was taking it.
I've been paying token payments on the advice of the CCCS, YB replied saying they'd accept it for 3 months which ends this month. TSB are little use and aren't acknowledging them though they do occasionally send me letters saying 'you're not paying  '. They're all sent signed for but TSB's "signatures" are all big up and down squiggles so there's no tracing them.
If anyone can give us any help or info as to what lines to follow/what to say/what to do - I'd be v grateful
Thanks!
ETA: forgot to say. I own the house and the outstanding mortgage was paid off when my husband sadly passed away.
