Can anyone help regarding HMRC please?

I have been self employed for nearly a year now & have registered myself with HMRC online, although I dont earn enough to pay any tax as yet.
Recently I have been getting emails from HMRC regarding submitting a claim for a tax refund & have been deleting them as I had heard about a scam going around regarding this at the moment.
I have just got in to find a missed call from someone from HMRC asking me to call back on 0117 907 2413.
I am wary so Ive googled it, but nothing comes up. Ive tried phoning but its constantly engaged.
Im not sure whether this really is someone from HMRC or not & would be grateful if anyone could give me some advice as to what I should & shouldnt do.
I know I could be making a mountain out of a mole hill, but just want to be safe nit sorry.

You can find out the phone number for your tax office and ring them direct. Ask them if there are any notes on your record regarding someone phoning you and why they were phoning you.0

Hi,
Yes, the emails are a scam- had a few myself and just binned them. I have never had any calls from hmrc in regards to my accounts and as said, i would ring the hmrc main number who will give you the number for your local office or contact your local office directly.0 -

HMRC very very rarely ring you. Most contact is by letter and they would only ring if you were ignoring their letters. The number is a Leicester number - do you live in that area?£705,000 raised by client groups in the past 18 mths :beer:0

No, Im in Kent which is why Im a bit suspicious. I havent had time to contact my local yet, buy was thinking that if I didnt get a chance they would send a letter if important.0
