Can management companies charge £200 when you insulate your own loft?

We've owned our flat at the top of our 3 story building for 4 years. Every winter it's freezing and we can't warm up the flat beyond 16 degrees.

There is a communal loft which is above our and the neighobour's flat. It's empty without a finished floor and there's no insulation. We thought we'd do a simple job of laying down insulation and our neighbours agreed to take care of the half that's above their flat.

They've let the building management know out of courtesy, and have been told to pay £200 for approval/permission. Is this right? We're the ones freezing every winter and we're going to do the work and pay for the insulation.

    but as DVS says check your lease

    Presumably this insulation is removable if needs be? Do you have access to the loft in your lease?

    I fyou have access then really I think they are taking the proverbial as you are not making any material change to the property.
    Everything that is supposed to be in heaven is already here on earth.
