How effective is steps to work?

Hi,
I volunteered for steps to work many months ago, this was for going self employed, which unfortunately didn't pan out. I have now gone to my advisor and they are putting me onto the normal looking for work part of it.
Is it any more effective in getting you employment as there seems to be very few employers actually using the service, or is is really just an advisory role to help people with CV's and such stuff?
