Getting back money from an ebay scammer?

Hi all, I need a bit of advice.
My sister bought a Leeds festival ticket on ebay a couple of months ago for £220, but it hasn't turned up and there's been no communication from the seller.
I bought another ticket this afternoon, thinking that we'd get a refund from paypal for the first one, but I've just found out that we can't because it's more than 45 days ago.
So how can I get the money back? It was a stretch for me to buy one ticket, never mind two, and I've had to dip into another pot of money for the second one.
How much does it cost to file a small claims claim? Is there anything else we can do?
I'm really stressed, it's going to ruin my enjoyment of the weekend now.

Hi - there is a similar thread on the ebay Q&A board, but that buyer got her tickets just in time after all. The advice on there is to get the sellers name and address and take them to court.

Might be worth you asking on there - there are some real ebay experts, and I've learnt a lot from the Q&A (and ignore if anyone trolls you)

I've asked on there too! It sounds like it just might be possible to do a credit card chargeback.Unless I say otherwise 'you' means the general you not you specifically.0
