The best thing to do is check ALL internal wiring.

Is your router connected to the main socket?? If it isnt then try it in it and see if the speeds increase. Better still take of the front plate and plug it directly into the test socket behind.

Try a different filter and remove all other devices (phones, sky box). If you constantly get the same top speed and there is no change in the speed you get then SKY may have trained your line to that speed. You will have to call and get them to up the speed again.
Yes there is (or at least has been) a problem with the internal wiring because he is only getting half the sync speed which he should but even with that poor sync he should be getting 2Mbps or better download and he says most of the time it is less than 0.5Mbps.

Yes the internal wiring needs investigating and tidying up

    BUT

even if he were getting a full 8Mbps sync he still wouldn't be getting decent download speeds for the reason I've outlined.

Most people on broadband haven't a clue how to measure the speeds they actually get and blame iffy browsing on "the internet is slow tonight" and other platitudes. That is how crappy ISPs manage to survive and why they don't get their acts together and provide a decent service.
  • one question before I do all the above.

Does a Sky HD box need a filter on it?

Anything that plugs into the phone line (apart from the router) does.

If you have no filter fitted then that probably explains the low sync and high noise margin. The high noise margin will eventually fix itself after you've filtered it but will take a long time. The low download speeds though are still down to Sky.
