Income based jsa claim rejected

Well i finally got a reply from my jobcentre after changing from ni based to income based jsa- and it's been rejected. I live with my partner who works part time and barely pays the mortgage etc.
They say that based on my 2007-2008 income i have no entitlement- i do not understand how they come to this conclusion!!? ive been unemployed since sep' 2008 and now things are starting to get very scary. surely they should base my claim on my present circumstances? im off in tomorrow to see what can be done but im really starting to despair.
Any advice anyone?

    you can claim contribution based for 6 months (if you have paid sufficient NI)
    The move to income based ignores contributions and is only interested in the household income and any savings.
    how many hours does your partner work? could they qualify for tax credits?

    They're saying you have no entitlement to conts based because you've already had conts based for 6 months so while they're still basing it on the contributions made for 06-07 and 07-08 youve used up your entitlement. It's possible that when they come to re asses based on 07-08 and 08-09 that you may be eligible again.

    As for the income based claim your partner must be earning more than the minimum level that has been calculated as what a couple need to live on. The claim is based on your present circumstances. It's up to you to consider if it's worth continuing to sign for NI contributions but provided all information you gave them was correct you have 0% chance of having the decision reversed.

    My partner earns £1014 a month and the mortgage is taken up with over half of that.
    I gather that this must be above minimum level? if so i think we'll be selling the house!

    Back from the jobcentre and its a no go!
    I can see what they base it on now and in all fairness i know there's nothing i can do to change that. I think the house will have to go on the market and see what happens.
    23 years I've worked and it comes to this.
