Cash ISA 3%

Hi
I currently have a cash isa with about 21k in it. This is with HBOS and currently earning 3%. Is there anywhere currently I could transfer this to get a better rate. Monthly interest would be nice, but not holding my breath. I dont particularly mind tying the money up for say three years.

The Principality ISA offers 4.2% for three years, but with very heavy interest penalties for withdrawals. As interest rates are likely to rise sometime I would stick the 3% until a better offer comes along.0
