Employmet contracts

My O/H has been employed in he new company for 10 months.
Despite her requests-and the companies promises-she has not yet received her contract of employment (i thought by law this had to be provided after 13 weeks max.)
Unfortunately, in the last month there have been a few issues' and tensions and it may be that my o/h either leaves,or employment is ended by the employer.
As she will have been employed for under a year, i do not think under normal circumstances she has any recourse;but the fact that some of the tensions relate to what should be in the employment contract-hours etc. and that she has not been provided with the promised contract, ;does she have an 'employment case';and if so-where would she go with the problem to get resolution.
Any thoughts/guidance.

Employers do not have to give out a contract of employment , but they do have to give the employee a statement of employment within a time period , http://www.direct.gov.uk/en/Employment/Employees/EmploymentContractsAndConditions/DG_10027905

As above employees have to provide a statement of terms and conditions of employement which must contain the statutory minimum requirement.
If you left you could take them to a employment tribunal for 'failure to give a statement of employment particulars. of which the maximum award would be 4 weeks pay (up to £1400)0
