Landlords Insurance - 10% cheaper guaranteed ... not!

Just wondered if anyone knew, from a legal stand point, if a company could make an offer like this
"At least 10% cheaper guaranteed - if our quote isn't at least 10% cheaper than your renewal call us and we'll guarantee to make it 10% cheaper"
Well, the quote wasn't 10% cheaper so I made the call to which they said "No we can't beat it. Sorry"

you will probably find if you look that they have some small wording that says subject to terms & conditions (or something like that)
it will then propbably depend on a number of factors which they will place in these terms like no claims to be made etc, etc0 -
They ususally have a get out that is along the lines of providing the cover is the same as ours0
