Can anyone help with my company's website?

I'm willing to pay.
It became my responsibility to update this website, even though I don't have a lot of experience. I was just told to use frontpage Then a couple of weeks ago my computer crashed and I had to reinstall windows. Since then I've been completely unable to do anything with my site.
Normally I would just have logged into the site using the frontpage interface, and that would have worked. Now it won't let me. Customer support is non existant.
I tried using ftp but it didn't bring up the complete site.
Now, I've woken up this morning to find that I can't receive e-mail. and I have no website. Again, customer support has been terrible.
So, I am trying to ftp it again. But nothing seems to be working.
I need my site up and working, updatable, and my e-mail working. I'll pay a reasonable hourly rate but I can't afford to pay much over about £100 for the entire job. but I'd rather that went to a moneysaver.
