Insufficient postage query

I posted a cross-stitch chart in a board lined A4 envelope at 2nd class LL - under 100gm = 47p.
My buyer now tells me she has received the chart but the PO have charged her insufficient postage of 29p + the £1 admin charge.
Understandably, she is hopping mad, as I am. I've just checked the receipt, and it says 2nd LL @ 47p, but not the weight as it was probably stamps, not a label.
I'll refund my buyer, but who do I take this up with at the Post Office end?

Did it go via the Post office..as it seems odd that the counter scales differ from those at sorting office. It went via the village PO, where EVERY letter/packet/parcel is weighed.
None of these charts + A4 envelope with board liner weigh over 100gm - I should know as I've sent many over the past year and always check on my scales before I go to the PO.
But who do I take this up with?0 -
i would question it with royal mail or get them to take it to there local royal mail
as if it was under 100gms it should have been fine
