HSBC bank charges refund

I had a call today from HSBC confirming I am legible for financial hardship, and my charges were over £3,000, but as a goodwill not full payment to help tie me over a 3 month period they would pay me £450.00 reviewed again in 3 months, don't know what to do and why aren't all fees being paid back when they stated the owed figure
