Leak at the meter!

in Water bills
While messing around with our central heating last night I had to turn the water off at the stopcock outside. Before I did this I noticed the little wheel on the meter was turning and the meter was under two feet of clear water.
Just before I call the water board to report it, who is liable for this? The water meter is not on my property and this may have been caused by some contracters who did some work around it a few months ago (paint marking appeared on it and it was tarmaced around later in the same week).
On a second though if it has been leaking for months who is liable for the water lost?

Contact the water company to advise you have a leak on your water meter.
They should repair it or replace the meter.
You should be able to get a leakage adjustment on you bill if the leak is confirmed to be on the water meter.Helping people lower there water usage and water bills
