Job Offer Retracted...

Hi everyone, Im hoping someone might know if I have any rights for the following situation I find myself in:
I have just completed a BSc degree in Environmental Health and have to work for 48 weeks at a local authority to fill in a log book. I had sucessfully gained a placement after an interview in my local council on 07th April this year, to start on 01/06/09.
Unfortunatly I didn't get this in writing, and when I phoned to confirm my job I was told there was a delay in the paperwork because HR wanted to advertise interally but they would be in touch...
Now I find my job has been advertised EXTERNALLY and due to the lack of placements for student Environmental Health Officers Im guessing they will be inundated with applications.
This has left me very confused and upset, I thought I had sorted my placement out so didn't apply anywhere else, now it looks like I'll have to re-apply for my job and any other job I can get and perhaps have to leave my placement until one comes up! (very deflating after studying 4 years!).
Does anyone out there think I have any rights to a verbal agreement of a job offer?
